Cameo vs. EA over VPN

We are a distributed team working over a slow VPN. Another team member has claimed that Cameo creates a local file that contains the ENTIRE model when you first connect. Hence, it will note rely on the VPN connection until you close the model. This doesn't make technical since to me. My understanding is that the local file is just a "cache" file and connection to teamwork cloud needs to be maintained while working on the model. Can anyone clarify this? Thanks!
