CV-3 creation and Used projects

Issue: Cannot create horizontal bars in CV-3
Background: My project is using a few Used Projects. I have separate Used Projects for Capabilities, Requirements and Elements/Parts. My main Project then uses these Used Project

I am able to create the CV-1, CV-2 and CV-6. In the CV-3 I cannot invoke the horizontal gantt bars, Is there a relation that I must create?

You need at least a capability and a resource
Then you can add capability provision against the capability in the CV-3
Select the resource
Select start and stop dates
then a horizontal line will appear.
