Not locked element(s) deleted

I am attempting to establish version control but the locking feature doesn't appear to allow full enforcement. After locking an element you are able to delete or otherwise change other elements that are not locked. For example see extract from one such pop up message below:

"As result of the previous action, the following elements that are not locked, locked by another user, or exist in a read-only project have been deleted"

Is there a feature in Cameo SM 19.0 that would enforce a strict change management policy outside of branching from the trunk?
