Resource Interaction Numbering in TWC project

MD 18.5 SP2, TWC, UPDM2

When multiple people work on a TWC server project and create resource interactions independently, then commit changes, we are finding that this creates conflicts in the numbering of the resource interaction (which MD decides on its own). How do we fix this?
