Sharing Packages Using MD18.5 and TWC

We have a number of 18.5 projects that are on the cloud. When I select a package to share and go to the File menu of the project, the Share Package option is grayed-out. I have full editing privileges on this project. None of the higher-level packages are shared and in fact I find the same grayed-out "Share Package" for all packages in the cloud project. Does this mean in 18.5 we cannot share packages?
