Updating Project Usages- Duplicate Key Error

Hello,

When attempting to update project usages, before completion I am receiving a Duplicate Key 19.0 v9 Error that aborts the update causing the project usage to never update. I cant force change versions or seem to be able to find a key ID that i can update or modify.

Any help on this subject would be greatly appreciated.
