So, if I understand correctly, users using CSM 19.0 are not having an issue authenticating via CAC to the same server, whereas you are on CSM 19.0SP1?
Do you happen to have CSM 19.0 installed on the same machine, and if so, is it able to connect without issue?
In order to see what is happening, we would need your csm.log file.
I recommend you open a support ticket through the support system, wherein you can upload the log file.
