Resizing parts on an IBD

Hello, I'm having trouble re-sizing parts on an IBD. I'm trying to trim the whitespace by reducing the areas outlined in orange, but the tool won't let me do it. It's as if there's a hidden element on the part that is preventing me from making it smaller. Any ideas?
