Is there a way to force someone to enter a comment when a commit is performed?

Also is there a way to extend the commit ability to include a reference to a problem ticket? Ideally I would like to include it in the comment like a commit into SVN "refs #1432 closes #4567 fixes #7890" which is then parsed by tools like trac and redmine to know when a problem ticket has a committed update.

Unfortunately, there are no way to enforce user to enter commit comment. We already have this request registered to our feature suggestion list and will include it in a future release as soon as it can be incorporated.
As a work-around to include a reference to a problem ticket you can tag version by including tags during the commit. To do so switch to Tags tab in the commit dialog, and enter tags as a references to tickets. There is no integration with trac or redmine in MagicDraw.
