User Group Manager Role

Is there a way to have a role that allows someone to only manage a specific group? I understand there is a global "User Manager" role that allows someone to manage all user groups and all users, but that is not what I want. I want to allow someone to be able to add users to only a specific group and not to any other groups, a "User Group Manager" if you will. Is this possible?
