Permissable Functions

Hi all,

Is there a guide anywhere to what constitutes a valid function?
The rule of them I have always heard is "a function is what the system does" but I find that rule to be too simplistic.
For example, whilst "the system shall receive" and "the system shall transmit" sound functional, they are not (as they are just the messages between systems not a function on a system).

Also, I have seen multiple sequences which look like the following:
Message into System of Interest > Function A > Function B > Function C > Message out of system of interest
This is opposed to...
Message into System of Interest > Function D > Message out of system of interest (where the scope of function D covers function A to function C).

I have been trying to find a ruleset for Functions, akin to the various requirements writing guides published by INCOSE, NASE etc...
